(一)會議邀請函的.含義
會議邀請函是專門用于邀請特定單位或人士參加會議,具有禮儀和告知雙重作用的會議文書。
邀請函用于會議活動時,與會議通知的不同之處在于:邀請函主要用于橫向性的會議活動,發送對象是不受本機關職權所制約的單位和個人,也不屬于本組織的成員,一般不具有法定的與會權利或義務,是否參加會議由對象自行決定。舉行學術研討會、咨詢論證會、技術鑒定會、貿易洽談會、產品發布會產等,以發邀請函為宜。而會議通知則用于具有縱向關系(即主辦方與參會者存在隸屬關系或工作上的管理關系)性質的會議,或者與會者本身具有參會的法定權利和義務的會議,如人民代表大會、董事會議等。對于這些會議的對象來說,參加會議是一種責任,因此只能發會議通知,不能用邀請函。學術性團體舉行年會或專題研討會時,要區別成員與非成員。對于團體成員應當發會議通知,而邀請非團體成員參加則應當用邀請函。
(二)會議邀請函的基本內容
會議邀請函的基本內容與會議通知一致,包括會議的背景、目的和名稱;主辦單位和組織機構;會議內容和形式;參加對象;會議的時間和地點、聯絡方式以及其他需要說明的事項。
(三)會議邀請函的結構與寫法
1.標題。由會議名稱和“邀請函(書)”組成,一般可不寫主辦機關名稱和“關于舉辦”的字樣,如:《亞太城市信息化高級論壇邀請函》。“邀請函”三字是完整的文種名稱,與公文中的“函”是兩種不同的文種,因此不宜拆開寫成“關于邀請出席會議的函”
2.稱呼。邀請函的發送對象有三類情況:
(1)發送到單位的邀請函,應當寫單位名稱。由于邀請函是一種禮儀性文書,稱呼中要用單稱的寫法,不宜用泛稱(統稱),以示禮貌和尊重。
(2)邀請函直接發給個人的,應當寫個人姓名,前冠“尊敬的”敬語詞,后綴“先生”、“女士”、“同志”等。
(3)網上或報刊上公開發布的邀請函,由于對象不確定,可省略稱呼,或以“敬啟者”統稱。
3.正文。正文應逐項載明具體內容。開頭部分寫明舉辦會議的背景和目的,用“特邀請您出席(列席)”照應稱呼,再用過渡句轉入下文;主體部分可采用序號加小標題的形式寫明具體事項;最后寫明聯系聯絡信息和聯絡方式。結尾處也可寫“此致”,再換行頂格寫“敬禮”,亦可省略。
4.落款。因邀請函的標題一般不標注主辦單位名稱,因此落款處應當署主辦單位名稱并蓋章。
5.成文時間。寫明具體的年、月、日。
